The prospect of ten years in exile as an alternate sentence seems odd since Hugo the halfwit was responsible for thousands of deaths and should have been pulling time.
On a related note, since exile will bring exposure to radiation, isn’t there a chance that Hugo will be banned from the city after ten years due to mutation?
